How are threat levels decided?

The Joint Terrorism Analysis Centre is responsible for setting the threat level for the UK from terrorism and the threat level from Northern Ireland Related Terrorism for Northern Ireland.

Threat levels are kept under regular review to ensure they remain current.

All forms of terrorism are taken into the review, including

  • Islamist terrorism
  • Extreme right-wing terrorism
  •  Left wing, Anarchist and Single-Issue Terrorism (LASIT)
  • Northern Ireland terrorism

Several factors are assessed when establishing the level of threat. Those factors include:

  • Available Intelligence
  • Terrorist Capability
  • Terrorist Intentions
  • Timescale
